Hard water contains dissolved rock, or calcium and magnesium, as far as color, if dried, it would be white or slightly gray. Something went through the wash cycle with the clothes to cause the green spots, candy or something.

Did you leave them in the washer to long?? It may be mold… But if not, I’m not sure unless you have something in your washer staining your clothes…

Doesn’t sound like the normal hard water situation from your description though.
Do you have some copper or brass buttons, or even coins that went in together with the clothing ?
That could explain a greenish tinge when it oxidises.
