Municipal grade solar panels are state funded and those particular panels are made in the usa by companies like spectrawatt and solyndra. Sanyo does have a plant in the US and they may provide some for more rural townships on a fixed budget but most are made here.
The ones you can buy a radioshack or off the internet are almost all made in china, the do produce massive amounts, but on a consumer level.
Does that mean there electric bill will be less???
