Well, on the color wheel, the opposite of blue is orange and the opposite of green is red, which I bet will make them stand out. However, orange/red aren’t very great clothing colors (unless of course you like them on you).
I think makeup around the eyes would actually be the best if you want your eyes to stand out. Copper/brown/bronze will look gorgeous with blue eyes.
